Offset Mesh to Display Surface Features

I'm trying to create a mesh that is a copy of my topography, but offset 1-2 units above my topography. I have several layers I would like to appear on top of my topography, but I can only drape one layer at a time, as opposed to several. My theory is I can set the elevation of each layer to an offset mesh that is just slightly above the topography mesh to properly display the features above the topography, but with the same elevation changes as my topography layer. Any idea on how to do this?
