Users with no administrator rights

How can we install (deploy) Oasis v.9 unattended. Our users has no admin rights so they can't update them self.

I believe your are referring to Oasis 9.0 rather than GX developer - 9.0beta. If so, for installing Oasis 9.0 unattended please see this article https://my.geosoft.com/supportcentre#/kb/kA3a0000000CYnQCAW?login=ok.
