Coupled Sigma W and Seep W

Hi,
I am modelling construction of a capping layer on top of the tailings. I use saturated model for tailings and unsat model for capping material. When I applied the first layer of capping layer, I get another water table at the top like a perched water table. I even use very low activation PWP and compressibility for capping, but the problem is not solved.

    Was there a solution found for this? I am seeing the same issue with seep and sigma being coupled. The fill material placed on top of the ground surface (analyzed in in-situ analysis first) develops phreatic line. The fill has 3 materials (clay, filter, riprap). The phreatic line develops in all three materials. We have even tried placing a seepage face on the ground surface (below the fill material).
